MURPHY BECOMES NEXT GSA ADMINISTRATOR

Ethical leadership, reducing duplication, and increasing task order level competition are the top priorities of newly-confirmed GSA Administrator Emily Murphy.  Murphy, confirmed by the Senate last week, has been at GSA since the inauguration in a senior advisory capacity and has previously served at GSA.  As such, she is ready to move forward immediately on these priorities.  Contractors can expect to see more developments on Category Management in the coming months, with GSA working closely with OFPP on best in class designations and perhaps identification of mandatory supply sources.  Integrating technology more fully into the acquisition process is likely to be the foundation of increasing task order competition as GSA looks for ways to expand use of E-buy and implement Congressional mandates on the use of e-commerce platforms for commercial item acquisition.  Murphy is also known as a strong small business advocate and may look for ways to increase use of GSA’s small business contracts.  While Murphy has a strong background in GSA FAS issues and is likely to use a common sense approach on them, GSA Administrators traditionally have their time dominated by Public Building Service matters.  As such, it remains to be seen how she will manage her time between FAS, and such PBS issues as the FBI headquarters project and the Trump hotel lease.
